Licence summary
Any person operating a business as a scrap metal dealer in the City of London (the Square Mile) must be authorised by the City of London Corporation to do so.
A scrap metal dealer is
- Any person who carries on a business which consists of buying or selling of scrap metal (whether or not the metal is sold in the form in which it was bought) or
- Any person who carries on a business as a motor salvage operator.
There are two types of scrap metal dealer licences.
A site licence issued by the City Corporation authorises the licensee to carry on a business at any site in the City of London (the Square Mile) which has been identified in the licence. Each site must have a site manager.
A collector's licence issued by the City Corporation authorises the licensee to carry on a business as a mobile collector within the City of London (the Square Mile).

A scrap metal dealer shall be classed as carrying on a business in the City of London area if any of the following apply:
- the dealer occupies a place as a scrap metal store in the area; or
- the dealer does not occupy a place as a scrap metal store but has a usual place of residence in the area; or
- the dealer does not occupy a place as a scrap metal store but occupies a place for business purposes.

Applicants must provide the following:
- A valid DBS check (not older than 3 months)
- Relevant environmental permits (if you carry waste as part of your business it is a legal requirement to register as a waste carrier (upper tier).
- Bank accounts used
- Photographic identification (for example, a passport, driving licence or other acceptable means of identification)•
- 2 passport photographs will be required for collector's licences on application.
- Licence holders need to provide the tax code provided by HMRC following completion of the tax check. Licences cannot be issued or renewed until this tax code has been given and authorised. Confirm your tax responsibilities GOV.UK
The registered dealer must notify the Licensing Authority of any changes to these details or if they cease to be a scrap metal dealer. There is currently no fee for this type of application.
